W starostwie znalaz\u0142a miejsce Kwatera G\u0142\u00f3wna 10 Armii Niemieckiej. Dowodzi\u0142 ni\u0105 genera\u0142 Hermann von Eichhorn, a szefem sztabu by\u0142 pu\u0142kownik Emil Hell. oraz pu\u0142kownik. Wojska wizytowa\u0142 genera\u0142 Paul von Hindenburg oraz Erich Ludendorff. W opowie\u015bciach pierwszych mieszka\u0144c\u00f3w miasta po zmianie pa\u0144stwowo\u015bci Prus Wschodnich pojawia si\u0119 informacja, o tym, \u017ce budynek przez pewien czas s\u0142u\u017cy\u0142 jako magazyn dla szabrowanego w mie\u015bcie i okolicy dobytku dawnych mieszka\u0144c\u00f3w. Nast\u0119pnie w budynku starostwa mie\u015bci\u0142 si\u0119 o\u015brodek szkoleniowy, a od roku 1951 internat szkolny. W 1959 roku ocala\u0142e budynki na Placu Zamkowym przeznaczono na cele dydaktyczne.
